Mrs. Phillips was born on December 29, 1945 in Orangeburg. She was the daughter of the late Captain Fred “F.P.” Walters of S.C. DNR and the late Nancy Herron Walters. Phyllis worked in the Boating and Registration division with S.C. DNR. She enjoyed watching birds in her yard, cooking in the kitchen with Amara and their late nights together. Phyllis was the “Queen of Netflix and QVC.” She would collect cookbooks and household magazines and tweak the recipes the way she wanted them. She loved being a Mimi and spending time with her granddaughter and son. She was extremely proud of her son and his accomplishments throughout his law enforcement career rising through the ranks like his grandfather and reaching the rank of Chief of Police of Elloree. She called him almost every night to be sure he was home safe. Her son was by her side until the end.
Survivors include her son, Shawn E. Murphree; granddaughter, Amara Clark; aunt, Wilma Jean Herron-Ridge; special cousin, Debra Walters; her “fur baby,” Shadow and an additional number of cousins.
